An 8" black plastic pipe sleeve. It is cast into the wall or slab so the pipe passes through it rather than through the structure directly, leaving the pipe free to move and the opening able to be sealed or firestopped properly. At 8" this is a large service or main - and a sleeve this size must be braced before the pour, since it will float and drift in wet concrete.
